I heard that Carmilla only had 1 hit on her quick cards at launch, which is indeed horrible, but her current stargen seems fine to me. With a quick chain and no overkill bonus, she typically generates around 27 stars. This might be nothing compared to the likes of later, more powerful assassins, it's still not bad considering

1.) Her damage is currently better than all other assassins
2.) Only Cursed Arm can reliably make more stars than that at the moment
3.) Her third skill gives her a major boost when it comes to stargen later
