I have no idea what you're talking about. Holmes specifically says Chaldea system is different:

There's no mention of any other system here only Chaldea. This is never brought up in the quest. It's just fan speculation that other systems exists because Holmes does not mention them. There's a difference between canon and fan speculation. You're making a good extrapolation but that extrapolation is not official word of God. There are only two facts here: that Saints are summoned as Rulers by the Grail, and Chaldea does what it wants and can summon anyone they feel it qualifies. Any addendum beyond that statement is putting and projecting words the character did not say. I didn't say I disagree with it, only that is fan conjecture.
Until there is an actual statement about other systems like Chaldea, it will remain fan interpretation that's useful for speculation.

Dumb shit, read his event. He didn't become Ruler due to his hacking, he became Ruler because "The world is trying to tell me to remain neutral no matter what and not reveal the fact that the world is entirely inconsistent, so it forced me into this class".

He then explains that Ruler was indeed saint only class, but this rule does not exist in Chaldea summoning only because reasons. Anything outside of Chaldea summoning is saint only. Its basically just Nasu going "Yeah different rules in this one case because I wanted an excuse".

Chaldea can choose whoever.
That's the only three canon facts we are sure of. We can speculate about other systems like Chaldea but it's just that - Speculation. Not canon. This seems to be a slippery concept to grasp.
