Z rank all of the rank-up missions, and it will unlock a final rank-up mission that drops Potential Unleashed. You can run any transformation skill, such as Super Vegeta, and it will work just fine. Potential Unleashed is just a catch-all.

In my opinion, health, basic attack, and your super attack of choice should be your investments, unless you do something specific.

I personally run
125 HP
84 Ki
0 Stamina
41 Basic
0 Strike
125 Ki Blast

QQ Bangs can give you all of the ki and stamina necessary, and they're more efficient than attribute points for increasing those stats. No more than 7 or 8 bars of stamina is necessary for most situations, and ki is a variable.

There's nothing special that's needed for Expert Missions; just a Beerus Bang is good enough.

One last thing to note, for PvP, I'd argue basic attack > super attack in terms of attribute priority on most characters. My character is PvE-focused, so I invested more into ki blast supers.
