It's hard to pinpoint your issue, we need more details. You in windowed mode? I got 5 fps in borderless window mode and 120+ full screen till I found out I had to modify lines in my ini because bethesda can't into games.

The quest does not start. The command "StartQuest mq206" does nothing. Trying to set the stage of the quest does nothing. Reloading and completing Hunter/Hunted does not start it either.

Russell can be a real jackass sometimes. He doesn't accept anything that conflicts with his own desires and ideas. I have another browser for when I have to have the background stuff and all that. I also use a script that makes the Veeky Forums boxes take up the whole screen for maximum use of space. If I need to, I can disable it with a click of one button. They'll stay with you until they die. I'm not sure if it works like intimidation. If you put your gun down, they'll attack, but I'm not 100% sure on robots. They might be loyal until they die. I don't think they can follow you indoors, like how it normally works with intimidation.
