Hero mode level in RoTK13 with Zhuge "narcoleptic newt" Liang trying to get 4000 culture in a city in 5 months is hard. Anybody do this? Any tips?

Start off my mobilizing your army at Jiangxia to take invade Chaisang. I sent Guan Yu, zhuge Liang, Zhang Fei, and Zhao Yun using the max troop option so each unit had about 4k men between them. Once that is done, order Yi Ji and Lu Su to work on culture.

This next part varies so you should save. The battle will be simulated, as you won't have control over it, but you pretty much decimate their units. The annoying part is they'll keep sending units after you until you reach the city. My first attempt, I took Changsha by September 11th, my 2nd attempt I took the city by September 5th or 6th or something ilke that so it really varies.

Next, order Yi Ji to placate Yiyang while you order yourself to hire Fei Zhan. After you successfully hire Fei Zhan, report your success and then placate Yinshan with Zhuge Liang. Once that is done, order Zhuge Liang to placate Yiyang (Yi Ji won't be able to do it in time or on his own). Make your way there and select 'Coax', you should be able to placate the city with 2 or 3 days left and the next scenario will play.

What if they limited the amount of weapons, but each character had a unique martial arts style/moveset to go with it? Like Xingcai style sword and shield is a lot of shield surfing and long range stabs with mobility, while Lingqi style sword and shield was a lot of shield bashes and short range AoE swords slams?

Oh no, I wouldn't say every character gets a unique interpretation of a weapon set, simply that characters that share a weapon set each get a unique attack style with it.

So, if you're playing Cao Cao and pick up a sword and shield, you could choose between Lingqi or Xingcai style. Maybe make them separate items, in that Lingqi style swords and shields and Xingcai swords and shields would be separate "weapons" that have very similar models. Maybe.

It makes more sense for Lu Lingqi to have a sword and a shield.
It doesn't make any sense for the spawn of Zhang Fei to be some 2serious warrior that doesn't know how to wear pants

If you think about their respective army's situations which drove them to fight, LLQ had no reason to pick up the sword when Lu Bu had just as powerful a military force as anyone else at the time. Her intro in DW8 was literally just going "Fuck you, dad. Let me fight." At least Xingcai would have fought around a time where Shu was so weak, it inspired a proverb about having Liao Hua as their best general.
