If I just stand on the throttle from 3000RPM, it'll just keep pulling after I hit the rev limiter at 7000RPM because the turbo still hasn't finished building boost and multiplying the power of the engine.

rpm and vehicle speed are proportional in the same gear unless you spin your wheels.

pretty much this is the stock turbo on my 06 wrx, its so tiny that is already spooling at 1800 RPMs. its actually pretty fun in around the city

That's what pretty much every stock small turbo engine is like. My moms cruze 1.4 is at full boost at 1800rpm.

They work great on high revving shitboxes, they just arent as common. The AW11 had a supercharged version, and the GRMN Yaris has a supercharged 3pot

He literally didn't say otherwise. He said BHP, meaning they keep the throttle down while throttling to keep the turbo spooled.
