Flat engines don't have significantly lower CoG than a 90 degree V because most of the mass is in the block,the heads don't matter as much. Low CoG boxers are a bit of a meme, especially when you consider that you can't slam them on the ground because of clearance, the oil sump and the headers.

Main problem is that a 911's engine is behind the rear axle. If you had an inline six in a 911, it'd have the polar moment of inertia back even further, making for even more snap oversteer. Porsche fixed this by splitting the I6 in half and putting the two halves into a pancake. Now, if you use a transverse setup like that SR 20, you can mount the entire engine between the axles, AKA mid-engined. Also, an aluminium I4 should be lighter than a flat six. All in all, it's less weight and in a better place too, with more power than an aircooled n/a pancake.

You do know that 99% of a carmaker's R&D isn't about making a car fast, but about making it financially viable to produce and sell them to a mass market, right?

As an end user it's much easier to spend an hour of research to find a part (say coilovers) that exists and increases performance, but simply would not be financially viable on a car that's supposed to have mass appeal.
