I company lease a bluemotion polo from 2014. I hit 4.5l/100km on average. With calmer driving 4l/100km is easily possible. Possibly even lower.

New cars are expensive in tax due their weight. Since you want good mpgs, get a honda civic coupe 1.5 vtec-e from 1991 up to 1998. When getting a 1998, look up the curb weight in the RDW app and check if it's below 1050kg. They should go in properly working and decent looking condition for €1k. Throw max €500 in parts at it (except tires, battery, and fluids). If it breaks just buy another 1k civic. Don't go for the hatch, they are more expensive in insurance even with the 1.4 non-vtec engine. t. Dutchie
