Neither did drivers, they only contributed to it. Most taxes are raised generally and then redistributed as needed, meaning that roads have been built from everyone's taxes. Also bicycles have an immeasurably small fraction of the impact on road wear and tear that a car has.

Motorists don't insure themselves against damage done to them, they insure themselves against damage they do to others, and motorists do a lot more damage to cyclists than cyclists do to motorists. When was the last time you've heard a driver dying in a crash with a cyclist where the cyclist survived?

Covered by general liability insurance where I live, even motor vehicles up to 12 mph are and need no seperate insurance or registration, such as diggers and frontloaders.

So? Pedestrians on the bike lane is less annoying than cyclists on the road. They move over more often than cyclists.
And if bumps are too annoying get at least a sprung saddle or a bike with a dampened fork.
When I was in middle school I rode to school on a forest path full of holes just because it was 1/4th shorter. And you can go 20km/h on that just as well.
