It has a soft glow to it, not dissimilar to the lantern on the helmets of all the mining gearsets, or the torch on the mineking set that dangles on your waist. It doesn't light anything up but stands out more in darker places.

Desynthing is independent of job level, if that helps. You just gotta get the desynth level up high enough. So I guess the answer is "high enough to unlock desynthing"

I've unlocked Desynth already, but when I went to Desynth it I had a 0% chance, so I wasn't sure if it was also job level related. I guess it's back to fishing for desynth fodder...

up until each expansion's "endgame" desynth level, you can usually find desynth fodder for dirt cheap on the MB.
Look for any fish that isn't listed as a crafting ingredient, people usually offload those for next to nothing
