Native AI dislikes raw numbers over quality in garrisons, but in the field they take notice of both numbers and quality (at least from my experience playing). So if you want to deter people, just fill it with shit units. But if you want to lure the enemy to an easy spot to murder them all, place a small number of good troops there.

They basically do look at quality, but massively underestimate it, making it a good strategy to stack garrisons with fodder.

The AI just gets troops based on the fief owner's hidden money reserve. They always get mostly low tier troops each remote tick, some of the low tier garbage troops upgrading if the fief owner can afford it. Disregard the retards that haven't been jaded yet.
