Nope, you can only use the Phoenix livery.
To get the plane's enemy livery requires use of cheat codes.

It's a code. R1 + Hold circle at the main menu, then at the alternative loading scene

The funniest, most expressive and human one. He's serious and all business but I love it when he has his outburts like when you disobey his order or when Shamrock gets shot down and get emotional, felt really genuine to me.

Probably X-02 with Extra Ammo module and XAGMs. It gets the highest number of AGMs, so it's the optimal plane.

I still really like the Base Commander.

I know he turned on you but that's because he's a patriot and loyal to his country so when he was given information from higher up his chain of command that his subordinates were traitors he attempted to arrest them, anything less was treason he did his duty.

As far as him being grumpy that's just the kind of character is and you can tell from some of the briefings and radio transmissions that he really does care about his men.

theres an option you need to change since it fucks with the games cutscenes and doesnt load them, causing the game to hang on a black screen
go into Settings, System and change the I/O timing method to Host and it should be fixed

You can set game-specific configurations in PPSSPP.
Right click on the game thumbnail > Create game config
Literally none of my games use the default config I use since I tweak controls to fit the game I'm playing and apply different post processing shaders depending on the game.

Alright playing this again I think the main issue with him isn't even his cheating. The MG can be bypassed relatively easly and you can get quite a few hits on him with the gun in the maneuvering stage, but his health is just so damn high that you have to do it so damn often that you're bound to slip up towards the end.

Well we have it, I think that's more than enough to be happy about.
