Im wondering if theres a cheap way to paint this thing that won't look hideous. My main goal is rust protection till i can afford a high quality paint job. Any northerners that can chip in on ways to reverse minor rusting?

Leave it as-is, patina that's legit wins you more brownie points than some Civic owner spraying his '97 coupe with vinegar to make it rusty. Do watch for any holes because despite the Pontiac badge, it's still a 60's GM car and will generate rust holes regardless of temperature.
Id love to leave it how it is but the rust is starting to pit in some areas and i dont want it to get worse

Cant believe no one has said lanolin. Protected my fathers BJ42 and 60 series landcruisers for years from rust. Mix it with diesel if you're running low.
Oily stuff made from lanolin and other junk. Undercoat my truck with it before every winter. Comes in spray cans or buckets

They don't. Bare steel will rust in open air due to humidity.
I got some rust inhibitor and painted some of the frame and engine bay. Its in mostly good shape except for a hole in the fender about the size of a half dollar under the chrome rocker panel im just going to leave it. I treated it with rust inhibitor, sanded it and treated it again. There was a big chunk of metal eaten by rust so i cut it out and im going to weld some sheat metal in its place. Will post pics tomorrow

Regardless of exterior paint, you are speeding up rust by leaving it open and exposed like that.
