If you want PvP boom boom - Pure str with blunts

The arc scaling only affects the trick buff, which seems good against fire weak enemies, but the raw damage is higher with str, especially against things lacking a fire resist. And even with high arc investment it's about on par with just using papers.

The lore states that the building is "adrift in the nightmare" - but everything else in the game suggests that real locations aren't transported into the Nightmare, they're recreated from human memories by Great Ones. Personally I lean towards the theory that it was made from the memories of Willem by Rom, and then squatted by the School of Mensis.
