It's a concept car Ford had in scale-model form that was then built into a fully-running showcar by Andy Saunders Kustoms. The car itself was built off of a 1962 Mercury chassis.

It's actually two Flat-8s stacked on top of each other, with the crankshafts in the middle. Might've been a decent sportscar motor of the time, but it proved to be too large and heavy for single-seaters.
