Splatlings work just fine on partial charges.

I just keep scrubbing hoping that at the very least two of them will happen by themselves.
If you're committed to an outfit you can save on chunks by dividing the three abilities to one third on each piece.

And this is just a part of aforementioned charge gauge management. Obviously most people have no fucking idea about that.
