This is probably because having to cater to PvP ruined it, but abilities are way to weak and meek. The strongest one from an in-universe kind of viewpoint is probably Meteor Strike and while that looks cool it's what I'd expect a basic ability to be like.
Think someonething like Ahrim's rotating double flamethrower attack in Rise of the Six, that's the kind of magnitude our abilities should have as a minimum. They would just have to increase the health of bosses and mobs so that things are the same but look cooler.

We probably wouldn't be able to have such powers without at least ascending to some weak tier of godhood; this is now impossible thanks to Guthix.

The WG is on the lowest rung of godhood
WG isn't even on the ladder. Being world guardian prevents us from ascending to any tier.
We have similar levels of power to the other gods on the lowest rung and achieved that through divine energy. We can also ascend if something more powerful than what Guthix uses comes along.

No it's not. We just need a ton of different custom animations for the same functions. For example one person who wants to be a fire-themed mage could have their Asphyxiate animation be a flame vortex, while someone who wants to be an earth mage could have it become a rock tomb of some sort, and so on. There are lots of things you can do like that. Solomon's store would be perfect for this.

In order to ascend, the more powerful artifact or god would first have to remove our world guardian powers, in which case we wouldn't even be the WG anymore. I don't think an artifact alone would be able to do it because they're simply tools, so that leaves other gods. It hasn't been addressed whether or not it can be undone by gods of the same tier (i.e. Seren or Zaros), but it probably could be undone by an elder god.
We're strong, but we don't have any special powers that any other mortal can't also obtain. We have strength comparable to that of lower tier gods because they're simply weak enough that their special god powers do not grant them a significant advantage.
Onslaught would have been so much cooler if it was a consistent death ray beam instead of a slow barrage of small energy spheres.
