Just put a buster card efficiency on Herc and he will do more than enough damage with buster chains.

you're correct, that is a retard question. Lower star Fous just give less atk/hp, the cap still the same. Does using lower level exp cards stop you from reaching max level?

JP version stopped being so shitty. They have more materials than they know what to do with right now. They could easily make the NA version less shitty by accelerating the pace but they're not.
