tl;dr Kemri was the first nation of men. Nagash was a priest who captured some dark elves and forced them to teach him dark magic. He went on to invent necromancy and tried to create a new world order with his undying armies. The current leader of the Kemri at the time, Settra the Imperishably Proper LAD, beat him using his superior knowledge or war and shit. Turns out Nagash was a sore loser, so he cast a spell that killed everyone in the country and raised them as undead, creating the Tomb Kings.
Nagash is a world ending threat roughly on par with the chaos gods, expect to see him at some point (maybe game 3) as the endgame threat.

Settra was long dead by the time of Nagash and didn't wake up until after Nagash killed everyone. He was defeated the first time by a coalition of fleshy Tomb Kings and then again after he died by a great king who the skaven gave a warpstone sword to because they feared Nagash.

In the lore Skarsnik controls most of the middle, the Skaven the lower levels. Belegar is locked in the Citadel.

Goblins own the top bits, Skaven have the lower levels and they fight each other for control. Skarsnik used to be in charge till he left and some others decided they were in command so now he has to retake it from the rebels. Belegar is in the middle hoping to boot out all 3 factions when they're suitably weakened by their fighting each other.
