Because let's be honest, Wind Witch has proven itself to be splashable in a lot of powerful decks, its prone to get hit and it should be hit because being able to just pump out a CWSD that doesn't die to raigeki without wasting the normal summon seems too powerful to leave it alive for three formats like in the OCG, then again, zoos outshafted everything so WW sneaked up.
