Musou is a completely shit genre to begin with and Extella is merely a mediocre musou. It doesn't have enough story to compensate for the immediately stale and repetitive gameplay, and it doesn't innovate on the musou genre at all in order to breathe life into it. That said, if Nasu and the developers take what they learned from Extella into 2, and avoid making the same mistakes, 2 has potential to be a strong musou. But that is like saying it would be king of shit mountain.

All those very criticisms are applicable for Extra as well, to be frank. If Extella 2 is anything like CCC was to Extra, it could be pretty fun even if the gameplay itself isn't improved at all. When Nasu gets a trial run for a setting/story under his belt, he can then go nuts with the sequel and that's where he does his best work.
