If you go by when Dragonborn starts in the game, the entire island of Solstheim is meant to be played when you are in the 20s. When you play Skyrim, Miraak's fanatics start to attack you on Skyrim once you reach level 20 and completed the Horn of Jurgen Windcaller quest. So yeah, 20s is what it's meant for.

I have body textures and a face texture set installed via Mod Organizer and I'm trying to run Texture Blender via MO, but TB doesn't seem to find my body/ face textures.
I already tried to temporarily put the textures into the Data/textures directory from my Skyrim installation (as a Japanese modding site instructed me), but that didn't seem to work either.
Is there a specific way I need TexBlend to be installed? Right now it's in a mod directory in the MO mods folder.

You can try Crime Overhaul. If it was a minor accidental hit on a non-hostile NPC, they will usually just ignore the crime.
