No, he's better with the mobility but there's still no reason to pick him over other tanks
The only thing that made him viable was his oneshot, and until they revert to that or completely rework him I don't think he'll ever really be good

If he doesn't die and he's constantly spitting out damage then he's going to be killing people, bodyblocking counts for more than you think when you don't actually die doing it. The new buff made Hog effectively immortal in a proper setup.

There is nothing that can stop "meta" picks without spending an astronomical amount of time on minute details of every character. The top players will find what works, and everyone else will follow until the top players find what counters it (if possible). It happens in every competitive game in existence.
