I always thought that Torotoro pitched a monster design and scene and would generally leave it to the artists discretion, rather than checking things off a list to meet quotas for certain fetishes. The fact that Setouchi/Xelvy/Cool Kyou Ninja do more extreme things in their doujin lends credence to this.
