It's a very debatable point. They have the same crit damage and crit weight boost. Alter's Mana Burst is stronger but Raikou's lasts longer and can be given to allies which gives hers more flexibility. Alter's Charisma affects all allies but is a weaker boost than Raikou's Summer Catastrophe. Raikou's NP being single-target synergizes better with the role of a crit Buster gorilla than Alter's AoE NP, and with it she has a bigger lump sum of stars than Alter's all-in-one skill. Raikou's natural NP generation and star generation is better than Alter's even before you apply Summer Catastrophe to herself because of her greater number of hits and her higher Riding rank. However Alter's overall crit Buster damage should be slightly higher because of her higher natural ATK and the combined modifiers of PofEotW + Mana Burst + Charisma is marginally higher than Chairman + Handcart + Catastrophe + ME (literally 1% point in favor of Alter).
They're so very close that they should pretty much always be ranked equal.
