You need hp, attack speed, and mana regen, all of which treads/raindrops provide
16 damage differential, which turns into 32 damage differential every 3 seconds, does not account for the fact that treads would provide an extra attack within those 3 seconds, which coupled with your base damage, is like 70-80 damage
Not to mention 200 health keeps a zeus from eating you for breakfast every time you show up in lane
