Well, theoretically L2 Whirly but you rarely get to hold it down for too long so Wheeel dash r1/backstep r2 build it up easier. Also all these attacks have a great stagger so you are more likely to hit with all the multihits.

You misunderstand. If you use that cheese I mentioned, he literally dies in phase 1 and never goes to phase 2. You can lock him in that cycle to death.
