None of that is relevent because "tacked on" means they literally tacked it on afterwards, which is obviously wrong when the gameplay was half of the purpose of the game.
Kamidori's gameplay was also not tacked on and was always intended to be a gameplay VN so your opinion on how good it was isn't worth shit here.

It's poorly-developed and feels tacked-on. The title isn't an accurate indicator. The game's focus isn't on the bartending, it's on the characters and how they interact. The bartending is only a means to an end. It exists to pad the length and give the player something to do.

If it was actually in-depth like Papers, Please it would be interesting but it's as basic as it gets. You have the recipes right in front of you from the moment the game starts, and you have no time limit. You can also fuck up as many times as you like as long as you don't actually serve the wrong drink to the customer. There's almost no room for variation or experimentation. You can count the amount of times you're supposed to read between the lines and serve something other than what the customer asks for on one hand.

If tacked on isn't suitable then I'd say it's pointless, because all it does it eat up time. The fact that so much time is spent on that in a game where the story ultimately goes fucking nowhere is beyond disappointing. It's hardly the game's biggest flaw but it's probably the most pronounced one.
