Orisa is an anchor tank like Reinhardt, she needs a strong barrier that lasts a while.
Winston is a dive/harasser tank, his barrier is meant to protect himself while he electrocutes enemies and sometimes as a way to protect the team.

Two different tanks, two different playstyles.
