DLCs are basically mods, so no crack for those. Skyrim crack will work with legendary edition. Make sure the Skyrim you download is the latest updated version, 1.9 and somesuch

Since you seem to be implying you're playing on a toaster, you'll have to worry about VRAM when choosing skin textures. A full set of uncompressed 4K textures can easily be 500 mb, luckily for you most skin packs include 2K and even 1K options and if they don't then it's easy and quick to downscale them yourself in PS or whatever

Use Undeath with the Scrye Fix + Immersive Lichdom if possible (it modifies the conjuration tree so you need to have a patch for that if you use perk overhauls,). You are going to need 100 Enchanting, Deadly Poison, and an Elixir of Extra Magicka if you want to actually be a Lich (the latter two are complete hell to look for, I would recommend just using the console to cheat them in over actually looking for them unless you really want to go through the trouble of looking for them for whatever reason.). Undeath also lets you mass reanimate corpses, Reanimate up to 5 Undead Minions, and preserve corpses as well as being able to become a Lich.
There also is this quest mod (there is also a compatibility patch for Immersive Lichdom with this) that isn't too bad if you need a Player Home and it also adds a couple of new artifacts (Bloodworm Helm, Staff of Worms,) The Necromancer's Amulet from Blood on the Ice is also changed to be more interesting in an optional file..

Make sure to install spell mods that add Conjuration spells for Necromancy. Colorful Magic is great because it adds multiple bosses, loot and spells that add a lot for Necromancy.
