The clown could have returned at any time to resume chopping the chappy's head off. He could have not been in critical condition, only knocked down (and proceed to fuck up the chaplain when he got up). If you want to say that he could have done better, then Solarious could have done better too and tased the chappy when he thumped the clown after the clown was tased, instead of letting him hit the clown ~3-4 times after that. And then Solarious is retarded enough to put the murder attemptor and the murder target in the same cell instead of sticking the attemptor in solitary (then putting the target in solitary after things come to their natural conclusion).

Solarious was dumb as a sack of bricks in that scenario from top to bottom.
