It's the heat of the exhaust gas that spools the turbo, not the volume/velocity. A gas in an enclosed space will apply pressure to the surroundings when heated. The incredibly hot exhaust gas expansion causes the turbine to spin.

I know this is just a meme post, but check for overcooling. Replace the thermostat if it's stuck open.

No, not at all. If your thermostat fails open, your coolant will take much longer to warm up because it's supposed to be closed until it's mostly warmed up, so that the coolant isn't being cooled by the radiator yet. This can be a problem in the winter, especially for diesels.

an srt4 neon engine can make 15psi stock below 3k rpm hurrdurr with 6200 redline

the problem with generating large amounts of boost at low rpm is that it creates a lot of pressure on the rods and can bend them easily
