Most hours have them occupied by cars in already slow traffic, and the costs for that many night repair crews would hurt the tax rate even more. NYC highway driving (outside of Manhattan) is basically near gridlock traffic, moving at 10-15MPH over the limit, all tailgating. It's a "don't blink" kind of driving experience (I'd love to see how autopilot for cars handles such conditions). Did you use parkways or Interstates?
