If you're impatient you can start on him now, there's always the option of merging into a better IV down the road. I went from +ATK -RES to +SPD -RES, currently considering -HP +SPD. No bane in speed is good because Eliwood is really great in inflated PVE content. He's slain tons of Veronicas and Sonyas for me on top of cutting through a good number of Infernal GHB/BHBs
