mlr_strelok_item_01 is in
gamedata\configs\misc\mlr_items.ltx
that has an #include in gamedata\configs\system.ltx (makes the game read the file)
Itemsoup compatibility patch also has this edited file because itemsoup adds #includes for itemsoup stuff.
so if MLR works without itemsoup, but you are missing the text.
and it gives you that error when using item soup, then i can only assume you did not use the itemsoup compatibility patch.

things to do
first off make sure antivirus and anti-malware is off
whitelist your CoC installation directory anyways.
you might have to re-download mods IF your antivirus deleted files from your archives
i've read it has happened to people before with win defender
unpack your archives with 7zip
--install order
coc patched to 1.4.22
install stcop v5 (deleting the particles.xr)
then install item soup for stcop
run the game to confirm it is working correctly.
then install MLR 6.9 english translation
then copy over the itemsoup compatibility patch included with MLR 6.9 english translation
(then open the system.ltx in notepad or notepadd ++ and remove the comments from
#include "misc\itemsoup\mutant.ltx"
#include "misc\itemsoup\repair.ltx")
if you don't do this step, then repair items will NOT be loaded or function correctly.
overwriting and replacing all files and merging folders when asked.
I just did this on my machine step by step
and had no problem loading a new game

i had this same type of problem with windows 8.1 x64 pro + COP
turned out to be NX/DEP
ended up disabling it with BDC edit, restarted pc and bam. no problem.

if you have a shader mod like reshade and incorrectly edited the config file for that you will

So I've been playing CoC as Military with Warfare installed. Things are pretty quiet in Agroprom now but when I go up north it's fucked, the Duty base gets attacked by two dozen mutants every time I enter the level and there's about 80 bandits spawned around the north of Army Warehouses who are murdering all the Freedom and Mercs who come near them.
Is this normal?

Why is it that you never see STALKER's doing stupid slav shit. Like cooking sausages over Burner Anomalies? or an Loner outpost that tosses all thier garbage & dead mutants in a nearby Vortex for trash disposal? No tossing shit into a Spring board & gambling on where it will land? No making Electros into light sources with garbage or windchimes. Hell even just setting off burners during the winter or a rainstorm to keep your ass warm & dry. It'd add a lot to the setting.
