I think Jess wanted to continue DR1's satirising of Japanese social groups and stereotypes and got bummed out when realising that Kodaka's more a Naegi guy than a Junko guy.

After Chapter 2, she came to the exact opposite conclusion to the cast in wanting Ouma to be locked up after the incident with Harukawa.
