Apologies if this is a stupid question, this is my first ever game of EU4.

I'm playing as the Ottomans, and trying to get a claim on Kastamonu. I've created a spy network (which was at 40% before he got busted, now it's a 25%). The wiki says I should only need a 20% spy network to fabricate a claim. We share a shitload of borders, but it tells me "Has no possible neighbouring province to fabricate a claim on".

What am I doing wrong?
