Not playing optimally would be using the free i290 gear during expert because you're saving verity for another class.
Wearing level 1 glamour items that give no stats is playing stupidly and actively hindering the group's ability to finish the duty, and it's not fair to ask someone to take a 30 minute penalty because someone else is being dumb.
