Help identifying make/model of car in hit and run

Car hit my sister and her kids (4 and 2 years old) and drove off. She snapped this picture, but it's grainy. Any help identifying make and model would be great! license plate too if possible. It's Georgia and I believe Georgia plate which is 3 letters and 4 numbers, with county at bottom.

Was her car totaled?
Was the other car damaged?
Did she report it to the police?

She reported to police. I think with 4 and 2 year olds, chasing them down on the highway is not the safest idea. Fortunately car not totaled.

Other car was damaged, you can see a bit of it in the image all along the right side middle of the car.

Are you sure 2000 to 2005? I noticed it doesn't have amber in the tail lights which might indicate its a 2003 facelift

Kia Rio is definitely it. Model years appear correct also. Thank you so much! Hopefully this helps the police identify the hit and run driver.

If anyone is up for a real challenge, I'm trying to match the license plate to that car. AutoCheck will take a given license plate number and state (GA) and then return the make/model/year if matched. I think it's the Peach State Georgia license plate (en.wikipedia.org/wiki/Vehicle_registration_plates_of_Georgia_(U.S._state)), which means it's in the ABC1234 format and constrained by these: PAA0000 to PEZ9999; PMA0000 to QAL9999 or higher (except QAA0000 to QAH9999), then CAR0000 and up (currently CHC9999 as of August 27, 2017, alternating with plain peach plates)

Trying PZH prefix, nothing yet, though lots of hits on other cars. That third letter could be M, W, or H given it has enough volume in the letter to cause that dark bunch-up in the compressed image.

It's possible. Georgia random plates are in the format ABC1234, so the second character is probably Z (I thought it was 2 at first also). Neither of those hit though.

For anyone interesting, you can check the plate here and see if it matches a Kia Rio Station Wagon. Best guess is year 2003.

If my eyes serve that plate goes PZW 12XX, saw you tried 1284 which was my first guess.

We need to decode the POST message so we can get all the possible combinations. There's only 17 million.
