That's not a V10 - but I saw Olsson's Lamborhini last saturday!
A Viper can make around 750-800whp on the stock motor if you do it all right, and a Viperkart would be pure sex.
On a low speed track, the drag isn't a problem and plenty of other 2300lbs vehicles can generate a lot of grip (with those slicks you mentioned).

Bike engine powered hillclimb and track kit cars start at $60k and 200hp/sub 400kg's. They're actually designed to go fast and to provide downforce unlike the Atom and Caterham meme cars. Street legality might be an issue depending on your location.
