This figure includes any simple mods you make to the car. And by fastest, I mean fastest around a track, not just in a straight line.

Also, what track or series would it race in? 140k isn’t enough to build a race car that could be retuned for any circuit or competition specs you want.

Thats about what a really nice pro-touring car costs to build. It might not be the absolute fastest, but its faster than you can drive well and its going to be great on the streets too.
Elise, engine swap for turbo rotary or something else light with lots of power, widened, suspension reworked, and rest to hire a F1 aero designer to make the car go fast
You know what, a 911 Turbo with some engine tweaks might be a good contender if you want to keep it mostly stock.

A Viper can make around 750-800whp on the stock motor if you do it all right, and a Viperkart would be pure sex.
On a low speed track, the drag isn't a problem and plenty of other 2300lbs vehicles can generate a lot of grip (with those slicks you mentioned).

6 figures is the starting point for a modern pro touring build. Why bother spending money on a good looking, expensive shell when you can do without?

Bike engine powered hillclimb and track kit cars start at $60k and 200hp/sub 400kg's. They're actually designed to go fast and to provide downforce unlike the Atom and Caterham meme cars. Street legality might be an issue depending on your location.

You could probably do a Superlite build with a mildly built LS for $140k. Most other road going cars are too pigfat for the track.
