The usual thing is to drop half the units to 4*, and on that banner Eldigan, Olwen, Sanaki, and Reinhardt all had Prfs. Since Reinhardt and Olwen had the exact same weapon, I assume they just picked one of them to drop to avoid redundancy, yeah.

It would be completely unprecedented for Innes to drop and Amelia to not drop, regardless of abilities. The only Prf user in the game to be available at 4* without the circumstances I'm describing is Chrom, who has been 4* since launch.

The limited supports and character development in general really hurts the game.

This is OG Lyn's second banner, she's also pretty hellish to try to pull without a focus, and both focuses she's had to share with other reds. Same shit has happened with Hinoka, though I've managed to somehow get 4 of that thing, 2 of them off-banner. I also got 2 Elises off-banner somehow, kept the +Spd/-Atk one since I'm probably never rolling Genny and even if I did I'd keep her.
