the active is pretty good for UBHL actually, if you are a fire fearbot. whenever that FLB comes for this it can be like a thor if the latter effect hits with good accuracy
The call effect is the bigger problem imo 3x damage + damage cap up with double shiva means there's only a few fights in the game where you don't have 100% uptime on shiva call That's really more of a complaint about the "do maximum burst in 1-2 turns, because by that time the boss is dead" meta, though, and I have no real clue how they could fix that without making every fight Ultimate Baha (which would suck)
