I'm assuming yes. This is the one thing I still kinda have an issue with them not addressing, but nothing makes sense if you don't assume he wrote it. Because looking at how he acts in the event overall plus the fact that they didn't add a My Room line for her, it's very clear he didn't genuinely feel the way he acted around Fran.

That's an easy answer for you, its one you accept. Its not the actual answer though. Her artist isn't bad at all really, but for that one piece of art in the game the artist didn't do it right for some reason.

I'd almost think that certain artists are told to phone things in a bit for some servant art, or they just submitted that art during the very onset of the game before the game took off, and are now regretting it. I know EMIYA Alter's artist said he didn't mean for it to turn out quite like that.

Most likely a lot of artists either didn't put a lot of work into their initial Servant art because they were done prior to FGO becoming super successful, or they weren't used to drawing characters for mobage.
