Technically, idols that drop from work in CG are scouted, and those you get from gacha are ones that auditioned.
But SS doesn't have work, so they don't care about that kind of definition there.

I mean some of the other Idols are still technically scouted. The exact circumstances are shown in their first commu. Some Idols audition, some idols just end up stumbling upon SS Producer and end up being scouted by him.

An idol with a consistent approach in either universes was Rin for example. It's a constant that it was Producer who reached out to her and asked her to be an Idol.

Any initial cards that can now be bought with rare medals appeared in events before, so the circumstances of the event would apply there.
If you mean cards that are not the particular idol's initial card, that's a whole other thing that can't be explained this way as they are already working as an idol in your agency at that point.
