It's Neutral. I hate how similar both gems are.

I'm not even sure how this guy will be playable. If you play him on turn 4 going first, it can be killed by any 4 drop since it's just 1/2. If you play him on turn 4 going second, it can be killed safely by your opponent's 4 or 5 drop on his turn because good fucking luck having a full board on your evolve turn. If you play him on turn 5 going first, it doesn't trade into anything that is it at least 4/5 evolved, for the same reason as above.

He's a fucking 1 cost commander. If you can't figure out why that's good, then you obviously don't play sword.

Androme 2PP 1/2 3/4 Neutral. Fanfare: Give all allied 1 cost followers the effect: Whenever this follower attacks, win the game.

He's a 1PP Commander. Low cost playable commanders are something that Sword lacks. If Commandercraft can be a thing with this expansion, Gawain and/or Perseus may be playable.

Not him, but there is nothing with the commander synergy that currently exists that would make Perseus throw those decks into tier 1. If they print some better cards then he'll be good, but right now he just "potential to be good".
