I like NV more than F3/F4 because of more options and opportunities to express your characters. But some aspects of NV writing are dreadful, and F3 whilst linear by it's nature does a lot of things better as far as keeping the pace good and story interesting. You can easily get lost in myriad NV side quests, and forget what the whole mess is about, in F3 you know what's going on in the story at any time.
That being said, using F4 and writing in the same sentence is a joke.

The list goes on, but the number of things you can do to help either side military that change nothing about the final battle when they should is staggering.

He talks about this in a hypotetical sense, they both can deal with him if the other isn't there. Probleme is - it it there. And so long as the other side is there there is only one easy way of dealing with house, namely you.
After all both sides don't just want the dam, they want vegas itself.
And even if one of the sides wins the conflict w/o dealing with house it would be gretly weakened and unable to deal with him as easily.
Yes, both have resources to do this, but both also showed they they are lacking in ability to mobilise those resources.
They still need the player, is my point. And if you take objection to "need", than simply look at it this way - simple pardon to one criminal and a job offer to him in exchange for a chance to get something done that would otherwise require a major investment in resources.

House can easily be put off until the battle of the Dam is settled, when the winning faction can then begin to focus on securing the area in larger part.
This is just another flaw of New Vegas's writing. They put this illogical and unrealistic emphasis that every minor group just HAS to be dealt with before the NCR/Legion can take out each other, when actual military conquest of an area doesn't work like that, and when, in any real situation, those sort of groups would be dealt with after the main battle is over.
The only reason there is any pressure to do it before the battle is because the game ends, so Obsidian had to shoehorn in all these smaller things beforehand, when, realistically, they would have taken pace after the fact.
I honestly think that this is the reason all the major military actions are ignored during the main quest, Obsidian realized they had goofed with their narrative, and simply couldn't complete the game with post battle content, so they moved all the post battle content to pre-battle content to make sure you got the "Grand tour" of all their little snowflakes, even if it meant most real military preparation was ignored.

Do you think that after the battle at HD they'll still have enough resources and political will to deal with House and take the strip from him w/o opening themselves up to small scale Legion attacks? NCR is barely holding mojave as is and can't even deal with a bunch of raiders like fiends or powder gangers.
Legion would have to take the strip by force, and while some families might align with them house, kings and tops still have enough firepower to put up a fight.
