I'm enjoying Commander difficulty, but admittedly even though I'm only up to mid May, its feeling a little easy. Although, I've done some save scumming here and there though (mostly just sudden full cover crit deaths that booty bothered me) so maybe I just need to not be as big of a bitch and let it be harder just through that.

As a former relentless savescummer that eventually broke the habit and learned to love the struggle of Impossible/Legend, you really do just have to let everything happen. The more I savescummed, the more that it felt like I wasn't even playing a game, I was just solving a puzzle where you can always just rearrange a piece if it doesn't fit the first time. I got bored fast. Sometimes you'll be surprised how many losses you can take and still power through. Try the EU Aim Rolls mod if you're getting tired of the crits, XCOM 2's default system makes crits happen more often especially in full cover.

It really depends on group comp and skills your troops have. I went in same level as you, except with ONE plasma rifle, though the guy barely shot it, so it doesn't make that much a difference.
Anyway, as long as your group comp is solid, you can handle most anything it throws at you in there. Final rooms were easy since I have a Ranger with both Chain Shot and Rapid Fire and Mox just keeps giving him actions to pump out the damage. Nothing survives for long.

It's because the Hero classes make them less incentivized to get. You are also building a lot of other things. So while it isn't hard to get, you would be delaying thing you might need. A psi rush in vanilla was possible and while it might be in WotC, it's less viable.

Psi-Ops are really difficult to get now. You need to go Ring -> Hospital before you can even start. You need psionics research. You need early game elerium to build the psi chamber. If you go ring -> hospital -> psilab, then that means no gts, training, proving grounds, resistance comms, etc.

Two completely different things. V-sync locks the game to your monitors refresh rate to prevent screen tearing. Framerate Smoothing tries to dynamicly adjust settings to make sure the framerate stays somewhat concistant rather the a jittering mess.

Tags don't work with the SDK unless you manually go and edit a file, most people don't know this because it isn't supposed to work that way, so people put tags on their mod, but the SDK doesn't uh "upload" them i guess unless they are manually added.
And a lot of people that know don't go through the effort of adding tags because it takes effort. In other words, tags are useless and there are thousands of tagless mods buried in there.

It and Chain shot have the same Aim Malus, so nothing is different. Just the fact that you have the other skill when the other is on cooldown. My Ranger has both as well, it's pretty nice.
I would actually have been more pleased if they had buffed Demolition, since using grenades for cover destruction can be a bad idea when it comes to the Lost.

I tried to expand as soon as I could since that means extra supplies. While that was always a good thing in vanilla, it's actually a little bad now, since it means you might 'activate' a new chosen and they can start messing with you and gathering information.
So I would say just do it once you feel comfortable with it. Resistance orders can take care of Avatar Progress, so almost no reason to try to B-line for facilities. Only reason to expand and find new chosen is so that you can start hunting them, which might net you a free promotion, which is a huge power increase.
