Not necessarily just flier buffs, because fuck rolling for Hinoka. I mean if you run him with Lancina or anyone with normal Hone Spd you should be fine with Desperation.
As a rule of thumb you should try to get your speed above 40 if you're going to use skills that rely on doubling, and Darting Blow + Cursed Lance gets him 39 spd, which is usually fine, but a speed buff can help him secure doubles much more easily
