Corruption and poor rule of law are detrimental to growth.
Russia was always corrupt as fuck and its courts and administration were always completely arbitrary.

Corruption and lack of rule of law weren't developed during the Commie era. They were dragged from the Imperial era. In Imperial Russia it was virtually impossible to have an official to do anything without a kickback. In fact, corruption wasn't even seen as something bad.

They spent shitton of money and resources on development. Only that development was completely retarded. The Soviet planners were unconcerned with the notion whether some investment made sense or not.

Korea and Taiwan are corrupt and have poor rule of law, but they both became wealthy, modern countries from being dirt poor.
I think Russia never recovered from the over 25 million people who died in WW2 + all those who died in the revolution, civil war, gulags, etc.

This is true, but in the couple of decades before 1914 Imperial Russia was actually developing and industrializing at a rapid rate. WWI and the civil war then fucked things up.
