Increasing displacement and lowering rev limits seems to be the go-to method to meet emissions targets for euro manufacturers, consider Ducati with the 959/1299/V4 1100 etc.

The only problem would be reversing the thing and the braking system. Figured it would be like a racing kneeler where the floor on the cockpit would be nonexistent, and braking would be front-wheel only.

I need some help is it normal for the bike to deliver power to the wheel in neutral? Just put up my bike on a stand and when I turn on the bike in neutral the wheel starts spinning, not even slow, more like one round every two seconds or so, when I put in 1st (but hold the clutch) it goes even faster, one round per second easily this somehow is not what I learned about engines and transmissions is my clutch fucked?

Longer stroke ensures a better, more complete ignition of the fuel/air mixture. To get a increased stroke you can either increase the capacity of an existing engine (à là Ducati) or make a new one, retaining the original capacity but with different bore and stroke values.
The Japs don't seem too willing to do either, strangely.
Get an SV650, they're fuel injected, much nicer got a new rider and you'll get more than 100 miles to a tank.
